Changes Proposed

This PR introduces the rebalance of Sniper job skills. This change affects Renewal-only.

I can't say everything is 100% accurate because they are based on sources and very few in-game tests, but should be close enough.

  • SN_SHARPSHOOTING (Focused Arrow Strike)
  • SN_FALCONASSAULT (Falcon Assault)

Issues addressed:
Part of #2735

- Reduced Fixed Cast Time: 1s -> 0.5s
- Reduced Variable Cast Time: 1s -> 0.5s
- Reduced Global skill delay: 1.5s -> 0.5s
- Changed damage formula:
  - Old: (100 + SkillLv x 50)%
  - New: (150 + SkillLv x 200)%
         Damage now scales with user's base level
- Changed critical rate bonus: 20% -> 50% (source: iRO Wiki)

From 1st/2nd/Transclass rebalance (2018.11.28)
- Damage formula changed
   - Old: (150 + SkillLv x 70)% of Blitz Beat damage
   - New:* ((Floor(AGI ÷ 2) x 2 + Floor(DEX ÷ 10) x 2 + Blitz_Beat_Lvl x 20 + Steel_Crow_Lv x 6) x Skill Level + Steel_Crow_Lvl x 6) x (Steel_Crow_Lvl ÷ 20 + Skill Level + Base Lvl ÷ 50)
