The previously pinned version of vrs-python depended on an older version of HGVS.
HGVS has since been updated in vrs-python v2.3.0, and upgrading aligns this project with the newer HGVS release.
As part of this update, the upgrade also removes the pkg_resources deprecation warning emitted by the older dependency chain.
