WCOSS2/1.9.2(rc1) changes

This PR updates the following recipes:

• git-lfs: place gmake tmp dir under Spack build dir
• parallelio: add commit hashes for resources (facilitates prefetching without having to disable checksum validation)
• ecflow: +ui requires qt+gui
• eckit, fckit: gcc-runtime isn't always in spec, so that logic is now conditional
• ip2: patch for oneapi
• mapl: add commit hashes for esma_cmake resources (also for fetching)
• upp: patch for oneapi

Once merged, I intend to create a spack-stack-1.9.2rc1 tag on the release/1.9.0 branch.

Are some of these changes needed in spack-stack-dev, too?

We should ignore the ubuntu 3.6 test failures. I disabled the unit tests for spack-stack-dev on this platform a few weeks ago.

Yes, I'll plan to bring these changes into spack-stack-dev (and main Spack for that matter).
