Removes the release loop by converting release automation to a manual-only workflow and tightening change detection so tooling-only edits do not behave like image changes. Release preparation and release publishing now run only when explicitly triggered, while smoke tests, image publishing, and template sync jobs stay limited to real runtime/template changes instead of firing on workflow or release-tooling updates.
