Solves issue #7
Adds a new PCL project that targets .Net 4.6 and Windows 10.
used #if defs to rem out usage of Log4net (not Win 10 capable yet)
Adds Newtonsoft JSON to the new project.
We'll still need to build a nuget package that packages this PCL for the UAP target
