This PR introduces an output json file as part of the merge step. Validation is run through the merge which confirms that the number of input and output events agree. This information, along with paths, is written to a json file. The json files from each job can be merged into a summary file using
hps-mc-collect-merge-statsto provide a high level summary.This PR also generalizes the check on job ID so that job 0 are not excluded.
