The `lotto.ipynb` notebook was failing to execute due to a broken data download URL. This commit fixes the notebook by: - Wrapping the download logic in a `try...except` block to gracefully handle the `HTTP 403 Forbidden` error. - Adding a new markdown cell with clear instructions for manually downloading the required data from an alternative source. - Removing the temporary Python scripts used to modify the notebook.
