Using NvAPI_GPU_GetThermalPoliciesStatus and NvAPI_GPU_SetThermalPoliciesStatus to read/write gpu's thermal target.
These two seem to be undocumented apis. I was able to find these in https://github.com/graphitemaster/NVFC
