The main changes of this PR are the new uncertainty scheme for tau ID/ES consistently for embedding and MC.
There are two version available now, one depending only on decay mode and one depending on decay mode and transverse momentum of the had. tau. In alignment to that the uncertainty scheme is set up accordingly.

This scheme is expected to be applied to all three channel (et, mt, tt), therefore, Id_vsJet_lt and Id_vsJet_tt are combined into one C++ function Id_vsJet.
