This pr sets up a system where releases are generated automatically for armips from tag pushes.
The action first names the release based on the same scheme as the artifact filenames, and then uploads the artifacts to the release as they are completed. The release is set to a pre-release at first, and all details of the release can then be further edited manually. It also retains builds on push and pull_request which will continue to activate separately.
