ci(github): set WasmApplicationEnvironmentName on Blazor publish (#20)

Passes -p:WasmApplicationEnvironmentName=Development for branch builds
and Production for tag builds so the correct appsettings.{Env}.json is
loaded at runtime instead of always defaulting to Production.
