Poor-MapAdvertisements 1.0

Merged two plugins into one. Now it is possible to create working decals and props. In case if someone would prefer to use old version of Poor-MapDecals, there is also updated one below. In case code is needed there is also a different branch in this repository which is named: MapDecals-KeyValues.
