Habitat plan

Started working on a habitat plan to see what it would look like

Roadmap

• Generate build including api, frontend
• Include node_modules and frontend post-processing in build
• Enable running as service that provides API
• Use director to run both nginx and the API when start as a service

This effort is moving to two separate plans under the frontend and API repos:

• Habitat plan frontend#29

I think it makes more sense to check habitat files into this project than to attach them to the frontend and api repositories. In a perfecter world, they would be managed as their own dedicated repositor(y/ies) and checked in as one or more submodules to this project in order to keep the separation even cleaner.
