Add link to pytorch profiler API

What does this PR do?

Fixes #19410
The linked issue request that instead of having **profiler_kwargs, instead all arguments should be directly listed in the PytorchProfiler class. However, a since the issue was created one of the core arguments requested added use_cuda has been deprecated, which strongly suggest that having **profiler_kwargs is the right way. However, we can improve a bit by linking to directly to the profiler such that users can easily look up the current api.
