Include this chart in release-please config. Otherwise, you won't be able to use it in helm-charts

This pull request introduces a new GitHub composite action called
validate-domainfor validating theannotations.domainfield in Helm chart files. It includes the implementation of the action, documentation, a workflow to test it, and a sample chart for validation.
