WIP change plan bounds

This PR enables users to change the start and end date of a plan.

Questions:

• Do we care that there is no way to revert to the original plan start/end times? Users will have no way of reversing this action if they didn't mark down the original dates.
• Do we care about simulations that no longer fit within the plan time bounds? Simulations do not have any knowledge of plan time bounds so sim data will just be relative to current time bounds.
• Do we care about plan snapshots that do not know about previous plan time bounds? Plan snapshots do not store plan time bounds so reverting does not restore old plan time bounds which may not be expected behavior.
• What do we do about branches when the plan time bounds do not match between source and target plans? Branches do not track plan time bounds so all directives are still relative to their respective plans.
