This allows us to write tests which need a home-educated child. Jira-Issue: MAV-3159
This is a small refactor to make it easier to use the `issue` decorator with multiple related tickets.
The unknown school and home-educated schools are going to be split in to two separate schools rather than currently where they appear under the same school. This updates the test to support both schools. Jira-Issue: MAV-3159

This updates the tests to support the functionality where the "No known school" school has been split in to two separate schools.
