For IBGDA traffic, using devx interface means it bypasses the kernel driver, thus cannot inherit global traffic class settings in kernel driver. This commit add a new environment variable 'NVSHMEM_IB_ENABLE_SYSTEM_TRAFFIC_CLASS'. If set to true, it would read global_tclass settings from sysfs and set the corresponding value to IBGDA traffic.
