Add Github Actions CI

This adds two Github Actions Workflows:

• Build Linux amd64
• Check if config version was modified and push a new git tag.

Please do squash merge in order to reduce the amount of commits done, I keep them in order to have the history of tests done.
If need any additional action please let me know :)
