This will use the more recent OIDC authentication method for publishing to npm.js. This will require publishing the package first before trusted publishing can be setup. Current plan is to manually publish a bare package with only the
package.jsonfile at version 0.0.1, setup the OIDC, and then publish via CI in the future.
