This pull request adds a new Architecture Decision Record (ADR) that documents which features and areas are explicitly out of scope for the OpenCHAMI project. The ADR clarifies the project's boundaries, helping guide future development and integrations.

Documentation and project scope clarification:

  • Added a new ADR (adr/0003-out-of-scope-for-openchami.md) that specifies functionality considered out of scope for OpenCHAMI, including workload management, operating system requirements, high-speed networking management, log management, image build/management, management network configuration, and HPC node health monitoring.
  • The ADR outlines the rationale for these exclusions, the consequences for API development and integration, and notes that the list is not exhaustive and may evolve over time.
  • Includes a list of participants involved in the decision and references to related roadmap discussions.

This supersedes the PR initiated by @larry-kaplan (Pull Request 25)

I think we could use some better classification for things like the image builder that are kinda half in and half out (something like the CNCF incubating/sandbox statuses), but what we have here is good enough for now.
