I think we could use some better classification for things like the image builder that are kinda half in and half out (something like the CNCF incubating/sandbox statuses), but what we have here is good enough for now.

This pull request adds a new Architecture Decision Record (ADR) that documents which features and areas are explicitly out of scope for the OpenCHAMI project. The ADR clarifies the project's boundaries, helping guide future development and integrations.
Documentation and project scope clarification:
adr/0003-out-of-scope-for-openchami.md) that specifies functionality considered out of scope for OpenCHAMI, including workload management, operating system requirements, high-speed networking management, log management, image build/management, management network configuration, and HPC node health monitoring.This supersedes the PR initiated by @larry-kaplan (Pull Request 25)
