[IMP] spp_area: added group to area menus

Why is this change needed?

Currently menus of Area are only accessible by superuser

How was the change implemented?

Added Admin and Registrar access rights to the menus

New unit tests

Unit tests executed by the author

How to test manually

• Install spp_area
• Create a new account then add Registrar in the access rights of the new accoun.t
• Login the new account
• check if the new account can view the area menu
