Updated the version of typelift/swiftz from 0.7.0 ~> 0.8.0.
Updated the version of typelift/SwiftCheck from 0.8.1 ~> 0.12.0.
Now both the dependency has latest code for supporting Swift 5.0 and Xcode 11 in tyro.
