First release

This release only concerns the master-side python API. Slave-side implementations will be moved in the future in their own repository.

This release is compatible with the slave-side implementation in commit on ARM mbed: [https://developer.mbed.org/users/Overdrivr/code/DistantIO/rev/aaffeb93f99b]
It will not be compatible with the next ones, as the DistantIO layer will be improved in a non-backward compatible manner.
