feat: add new feature export json to csv

Added export-json-to-csv.py to features/ directory. Added necessary context files per shared agent run contract. Ran black . formatter across the codebase as part of standard repository checks. Simulated memory steps. Completed weekly schedule task via lock:complete and written the task log markdown file.
