Creating a Microsoft.Net.Http.Headers as PenLink.Net.Http.Headers package that doesn't reference InplaceStringBuilder that was removed in newer versions of Microsoft.Extensions.Primitives.
Same for Microsoft.AspNetCore.Mvc.Razor adn Microsoft.AspNetCore.Mvc.RazorPages. Removed some tests that were failing the build before these projects would build, just removed the stuff causing issues before that point.
