Ports the UI and Lockable Component from TGStation#79594

Also includes a script to update tgui with prettier in the case of a linter fail.
Why It's Good For The Game
The Current safe code became broken with 516. Our old fix either got lost or undone with the recent cherrypick.
This just means Ill fix it better this time.
