Bluetooth 4/LE Module

First pass at a BLE module. Things that still need to be done, or need some thought:

• Receive data from BLE to the Scout, accessible via Bitlash--ideally via a Bitlash callback function
• Start-advertising, disconnect, and is-connected all available as Bitlash functions
• Put the StringBuffer bleOutput; inside the class so memory isn't wasted by being in the global namespace
