Updates pandoc to 3.1.13 and modern platforms.

tl;dr This makes the rules useable again.

• Fixes errors related to platforms being moved to a separate repo.
• Updates Pandoc to v3.1.13 to support all the platforms Pandoc provides builds for. Supported pandoc platforms:
  • linux-amd64
  • linux-arm64
  • macos-arm64
  • macos-x86_64
  • window-x86_64
• Removes the windows-i386 platform as Pandoc no longer supports 32-bit platforms.
• Fixes lint errors except adding docstrings.

I can split this into 3 separate commits/prs if you want (fix platforms, update pandoc to 3.1.13, lint fixes). I might take care of the docstrings later if I have time. This is my first time working on custom rules, so I may have missed something as well.

I'm not affiliated with this project at all, I just wanted to thank you for doing this - I was pretty stuck trying to use this module for a little bit until I figured out what was wrong and was delighted to see that it had already been fixed, although not merged into the main branch. I hope you manage to get a response here.
