About the PR

This PR makes numerous changes to the BSO's gear:

  1. Give them a custom headset encryption key, which combines command, security, and newly medical comms, but no longer includes prison comms.
  2. The greatshield and atrocity can now both self recharge. The mace will fully recharge in 50 seconds after not being used for 10 seconds, while the shield takes 60 seconds to recharge from JUST above empty, while taking 40 to re-charge if completely depleted, but cannot be used while charging from full depletion.
  3. The praetorian modsuit chestplate's stamina damage resistance was raised from 10% to 40%.
  4. Added the BSO to most multi-department contraband groups that included security. BSO was already added to base security contraband, but things like even the gloves and jackboots in their roundstart loadout are in multi-department groups that previously did not include BSO.

Why / Balance

  1. Prison makes no sense for them but was there because of the security key, while medical makes perfect sense to coordinate medical attention for injured command, but the headset did not have space for another key. CC comms are kept seperated from the BSO encryption key, simular to how the master encryption key for NTR also still has seperated CC comms.
  2. Discussed on the discord, mainly QOL so they do not have to go back and manually recharge them after use.
  3. The BSOs armor and hardsuit have 40% stam dam resistance, it is odd that the modsuit only had 10%.
  4. You literally spawn with contraband as BSO, this just makes it more consistent to where all security-involved contraband can be had by the BSO without TECHNICALLY breaking the law.

To re-iterate, if the gloves in locker are too much of a balance concern, I am willing to remove that from the PR.
It has been pointed out to me that they might be too strong to be roundstart, though my argument is that by the time they are usually needed, they'll be unlocked, so them being in the locker just skips having to bother sci and salvage to get them.

If a maintainer or admin wants them gone from the PR, I will do so ASAP.

Edit: Removed it after more people agreed it was too much.
