Add STRIX external assessment and algorithmic roadmap (2026-03-26)

Motivation

• Capture a repository-side critical assessment and prioritized algorithmic roadmap based on a requested reading pass, preprint scan, social pulse check, and DIANA funding-context search.
• Persist findings inside the repository because the MCP memory tool mcp_sqlite_memory_create_task_or_note was not available in this runtime.

Description

• Add docs/strix_external_assessment_2026-03-26.md containing a reading-list summary, high-relevance preprints, X/Twitter pulse notes, DIANA competitiveness context, and a critical assessment of STRIX readiness.
• Include a prioritized roadmap (P0/P1/P2) of stabilization and selective frontier algorithm upgrades and explicit recommendations for assurance, V&V, and procurement artifacts.
• Include a funding-likelihood heuristic for NATO DIANA (non-official ranges) and an actionable “stability-first, novelty-second” recommendation.
• This change is documentation-only and does not modify runtime code or interfaces.

Testing

• No automated tests were executed because the change is a documentation-only addition and does not affect code behavior.
