Added missing users table from old db_1.sql file. Server SQL connection throwing "Error: mysql was unable to execute a query! Table 'redemrp.users' doesn't exist"

Added missing users table from old db_1.sql file. Server SQL connection throwing "Error: mysql was unable to execute a query! Table 'redemrp.users' doesn't exist." Also added "IF NOT EXISTS" to all "CREATE TABLE" events to prevent issues with future updates exiting with "ERROR: TABLE EXISTS" and to also preserve server owners' databases.
