sourcing `/opt/ros/kilted/setup.bash` will not bring the packages in this repo into the scope, and ros2 launch won't be able to find the simulation package. install/setup.bash sources both /opt/ros/kilted/setup.bash and install/setup_local.bash, which brings into scope both globally installed packages and packages from this repo.
