spirv-toolscrate into subdirectory./spirv-tools./crates/spirv-tools, but then we should also movespirv-tools-sys, which contains git submodules, complicating the movespirv-toolsa lot, since we don't need to explicitly exclude all the folders and files in rootrelease.toml
