The falloffmap feature was broken/removed during the refactor for E20
and E21. This simply adds it back to those codebases.

It is tested and works. No major changes have been done and fixed the issue.
Maybe a way to configure the falloff might be a nice addition.

I tried it but it only spans across the first terrain chunk. How can I make it so that it can span 10 x 10 terrain chunks or more?
