Finally adding the fixed Velious Helm appearances.

Also made a dll tweak that improves one minor display issue with illusions/heads

There's 1 weird interaction when someone goes Elemental Illusion then clicks it off, and it reveals their head that has the hair missing for some reason, will try to track that down if it's a dll or Zeal conflict or something.

Found the issue, was fixable in the DLL and linked the PR to that in the description.

This is ready to deploy whenever.
