Ensure documentation, scripts and summary documents remain in the /plans folder

On a Windows environment, it is found that the models are placing documentation, summaries, validation scripts and other non code artifacts in the repository root folder.

This PR attempts to guide the Models to ensure all non code artifacts remain in the /plans folder to ensure clean git exclusion.

Thanks for opening this. I know we talked chatted in the subreddit thread about it. Something I find interesting is the differences in tool calls. Is execute/runTask the way that Windows VS Code calls the runTask tool?

If I remember correctly, you mentioned that your additions to the agent files did indeed keep things in the plans directory?

In VSCode insiders, the Team renamed the tools for some reason to have "fully qualified" names now.
