v0.0.1: Super beta CLI release

This is the initial beta, essentially showing the POC of interactivity within an IRC server in Java.

Run this in CLI mode from the terminal (javaw.exe <path-to-jar> on Windows, or java -jar <path-to-jar> on other systems).
