Reviewed internally first. Looks good to me and we have tested it as well in our environments. It updates to a newer email library instead of using the low-level commands which is a more appropriate approach.

I have added the ability to use an email host that requires authentication to the sbacProcessXML.pl script. These changes were necessary to use Amazon's Simple Email Service (SES). Non-authenticated emails may still be sent by setting the useSmtpAuth flag to 0.
