For constellations with an inclination angle between 80 and 100 degrees, intra-orbit ISLs (up/down) were not created on the last orbit of the shell. This also implies that, for single-orbit constellations, no ISL links are created for these inclinations. The fix resolves the issue by correctly creating the intra-orbit ISL.
