This PR adds example default files for various GitHub organization functionality.
These are all suggestions, so modify as appropriate.
The basic shared CI workflow file is also included, but not yet packaging and release workflows, pending further development of the "certifiable-build" repo and possibly using build2.
I'm still working on the TT flows, so a PR for "certifiable-build" is coming soon.
