This does actually look like an honest mistake to me after further looking. Their first pull request, #371, was a joke (and is now labeled as such, though it wasn't then but they said so in chat). They did that from their master branch.

This one is also from their master branch, and it looks like as such the original commit was included by accident (probably not fully understanding how git works). They attempted to update their fork (masterdoctor/SpigotCraft#2), but since pull requests merge instead of replacing, the original joke commit is still present. The actual change that was supposed to be made here, 39685df, is also present.
