  1. Update python packaging to use src layout, instead of a flat layout.
  2. Replace deprected setup script, with use of modern pyproject toml config.
  3. Utilize more developer tools. Implement code linting, formatting, and static typing.
  4. Setup tox and pre-commit tool configs.
  5. Add unit tests for full coverage.
