Description of the Issue
Adds blocked websites to the database, and allows for the insertion and retrieval of the website domains.
Expected Output / Behavior
There are two new endpoints that allow for the insertion and retrieval of blocked sites. The goal is to use these along with the cache which would allow users to block certain sites.
Additional Notes
The caching is located in another PR, this is just the backend side.
