Why are we doing this? Merges the electrical contract into the file Contract2026.java. Also, provides contract testing and automatic report generation.

Whats changing? Contgract2026.java is changing along with a new report generation. Also gradlew.

Questions/notes for reviewers

Notes:

1. run with at project root: .\gradlew electricalReport --console=plain > electrical-report.txt
2. Don't need to pipe output into the report
3. The cycle between electrical team and prog team should be simpler where:

• electrical team modifies Contract2026.java and checks back into github
• electrical team generates is electrical report
• programming team gets the best electrical contract values without any hand translation
