Removes [postcss](https://github.com/postcss/postcss). It's no longer used after updating ancestor dependencies [postcss](https://github.com/postcss/postcss), [@nrwl/react](https://github.com/nrwl/nx/tree/HEAD/packages-legacy/react) and [@nrwl/web](https://github.com/nrwl/nx/tree/HEAD/packages-legacy/web). These dependencies need to be updated together.
