Summary
Rebuilds example-python with the latest rules_python and synchronizes build
files with rules_python_gazelle_plugin. Uses a singple root-compiled
requirements.txt;, so all python projects share a root. Gazelle BUILD file
support is integrated into
bazel run //:gazelle.Test Plan
