Currently TerriaMap serves initial catalogs, look-and-feel as well as other contents from wwwroot directory of a server instance. This new feature can optionally build TerriaMap using Magda as backend so that a single TerriaMap server can serve different catalogs and other contents for different websites. For example, one TerriaMap server can serve both https://nationalmap.gov.au/ and https://map.aurin.org.au/.

This is an experimental feature only at this stage. The default build does not change anything.

A Magda-backed multi-tenant deployment demonstration could be found at https://web1-multi-tenant.dev.magda.io and https://web2-multi-tenant.dev.magda.io.

Keep this PR for future work as its multi-tenant implementation might be a useful reference.
