In cases where the hanging dof i had a connection to dof j in the sparse matrix, but not j to i (asymmetric matrix) the constraint did not work properly.

In cases where the hanging dof i has a connection to dof j in the sparse matrix,
but not j to i (asymmetric matrix), the P1 continuity constraint does not work properly.
FIXME comments to this effect are already present in the original code.
This commit addresses the problem and fixes it.
