Added files for the parallelism stream for Python. Some basic notes on NumPy and CuPy.
My contributions for the Feb hackathon.
(As work towards this issue)
I'm not too sure which section these notes should go in, as I'm aware there are incoming PRs with sections on parallelism ported from other courses.
Index.md and file metadata not included as not sure which section this would go in.
